The Chinese Government attaches great importance to the issue of climate change, from the issuance of China's National Climate Change Programme in 2007 to the 2020 proposal of a carbon peaking target by 2030 and a vision of achieving carbon neutrality by 2060. China has always practiced its commitment to emission reduction as a responsible big country with practical actions. In the process of promoting the realization of the "dual-carbon" goal, a number of national and local policies have been introduced one after another. The National Development and Reform Commission issued the "National Carbon Peak Pilot Construction Program" in October 2023, proposing to select typical representative cities and parks to carry out carbon peak pilot construction, Shandong Province, as one of the first batch of 15 national carbon peak pilot provinces, is the province with the largest number of chemical parks in the country, and is facing the pressure of pollution reduction and carbon reduction. Shandong Province has successively issued policies and guidelines such as the Implementation Program of Shandong Province on Reducing Pollution and Carbon Synergies and the Technical Guidelines for Evaluation of Environmental Impacts of Greenhouse Gas Emissions from Construction Projects in the Chemical Industry of Shandong Province (for Trial Implementation). In the process of implementing many policies, the mechanism of reducing pollution and carbon synergy in Shandong province parks has been explored.

SIP Lvse Jiangnan Public Environment Concerned Centre (hereinafter referred to as "Lvse Jiangnan"), as an environmental protection public welfare organization, has cooperated with many provincial and municipal government departments in recent years to promote the work of chemical parks to reduce pollution and carbon emissions.2023, Green River South, together with the local organizations in Shandong Province (Shandong Environmental Protection Foundation and Green Qilu), conducted a research on chemical parks in 11 cities in Shandong Province. Based on the previous communication and cooperation, on January 30th, 2024, the Climate Issues Policy Dialogue on Diversified Participation in Pollution and Carbon Reduction in Parks, co-sponsored by the China Association for the Promotion of International Cooperation among Civil Society Organizations, Lvse Jiangnan, and the Shaanxi Foundation for the Development of Women and Children, and co-organized with the Shandong Environmental Protection Foundation , was held in Jinan, Shandong Province. The Climate Policy Dialogue brought together government departments, social organizations, and industry experts to discuss climate policy solutions and solutions to reduce pollution and carbon emissions in parks, with pollution and carbon reduction in parks as the key.
